PARKING POLICY FOR LEASED FACILITIES

University employees who work in leased facilities may be subject to standard University parking fees for parking in parking lots or parking structures associated with the leased facilities in which they work if the facility is in a high parking demand area as determined by the Office of Real Estate Planning and Services. 

Parking Policy for Leased Facilities

To maintain an unbiased parking policy that offers the same parking and transportation alternatives to all employees regardless of whether they are employed in a leased or University owned facility, the following policy has been adopted with respect to parking associated with leased facilities.

When the University, on behalf of a department or unit, enters into a lease agreement for space, whenever possible, any costs related to the provision of parking should be separate and attached as an addendum to the building lease agreement.  The term of the parking addendum should not exceed one (1) year, renewable annually for the duration of the space lease with provisions for the addition or subtraction of parking spaces based upon unit needs.  The building owner will be responsible for the issuance of any parking permits, policing and enforcement and all costs associated with the parking operations contracted for.  The University will be responsible for the total cost of the lease agreement, including those costs related to the provision of parking. 

High Demand Areas with Market Driven Rental Rates

If the leased parking is in an area where current parking rental rates are market driven, each individual employee of the occupying unit for which a parking space has been provided will be responsible for reimbursing the unit at the current Facilities & Services, Parking Department rental rate and adhering to current Facilities & Services, Parking Department policies and practices. 

Employees may elect to reimburse their unit directly with an annual payment, or they may elect a pretax payroll deduction administered through the Facilities & Services, Parking Department with reimbursements to the occupying unit on a monthly or quarterly basis.

Low Demand Areas with Excess "Free" Parking Supply

If the leased parking is in an area where there is ample parking that is readily available at no cost to the employees of the occupying unit or in an area where policing and enforcing rental parking would create an unnecessary burden for the building owner and hence the occupying unit, employees for which a parking space has been provided will not be required to reimburse the occupying unit for any portion of the costs incurred related to the provision of parking.

Employee Options

Employees of the occupying unit are not required to take advantage of the parking offered in conjunction with the building lease and may seek other parking and transportation arrangements including but not limited to those available from private vendors or the Facilities & Services, Parking Department or free mass transit access available to all University faculty and staff.

Determination of Reimbursement Requirements

In consultation with the Facilities & Services, Parking Department, the University Office of Real Estate Planning and Services and the Office for Planning, Design and Construction will be responsible for the negotiation and execution of any contractual agreement for the provision of parking in conjunction with or as an addendum to any building or space and the determination of reimbursement requirements.  The Office of Real Estate Planning and Services will notify the head of the department occupying the leased facility if the campus parking fee structure is being applied to that facility.
